EU support for promoting development of communicative competence through arts and cultural education

Ljubljana, 14 August 2017 – Government Office for Development and European Cohesion Policy, the Managing Authority for ERDF, ESF and Cohesion Fund, issued grant decision for the call for project proposals for developing and delivering innovative learning environments and flexible forms of learning to raise key competences – development of communicative competence through arts and cultural education which is to be issued soon by the Ministry of Education, Science and Sport. The call makes a total of over EUR 1.1 million available, of which EUR 900,000 or 80 % come from the European Social Fund (ESF).  

A call for proposals Development and delivery of innovative learning environments and flexible forms of learning to raise key competences was issued in November 2016; as none of the applicants was selected under lot 1.2 Development of communicative competence through arts and cultural education, the earmarked funding remained unspent. The upcoming call for proposals seeks to redesign learning environments, introduce new approaches and pedagogical practices, including through roll-out of new technologies that will help raise key competences in school-age children (kindergartens, primary and secondary schools), especially in the area of cultural awareness and expression. As the relevant EU recommendations highlight cross-sectoral cooperation and a high level of cultural awareness, the call invites both public cultural institutions and NGOs (societies, private institutes, arts and cultural organisations) that are registered as organisations with arts and cultural workers providing arts and cultural activities. That way, the young get to benefit from high quality education and learn from arts and cultural practitioners in formal learning settings. Cultural awareness and expression as one of the eight key competences importantly contribute to development of communicative competence, intercultural competence, critical thinking skills, innovative and creative potential and problem-solving skills.
