Ex-ante conditionalities

With the aim of enhancing the efficiency of the implemented investments the so-called ex-ante conditionalities were introduced as a new element of European Cohesion Policy 2014-2020. This is an essential mechanism in ensuring the adequate framework to optimise the use of available resources and also to support the transposition of Union law into national legislation.

The relevant ex-ante conditionality is a concrete and pre-defined key factor which is the precondition for an efficient and effective attainment of the specific objective of the relevant Union’s investment priority and is directly related to the attainment of the relevant objective having a direct impact thereon.

7 general and 21 thematic ex-ante conditionalities are relevant for the Operational Programme for the Implementation of the EU Cohesion Policy 2014-2020. At OP submission stage Slovenia fulfilled 4 general and 6 thematic ex-ante conditionalities.

For the ex-ante conditionalities which were not fulfilled or were partially fulfilled at the time of programming documents submission, the relevant Member State had to develop action plans with clearly identified measures for fulfilling the relevant ex-ante conditionalities, the deadlines and the responsible authorities. The final deadline for fulfilling the ex-ante conditionalitites is 31 December 2016. 

The responsible bodies are actively implementing the relevant measures with the aim to realise the actions plans as soon as possible and fulfil the relevant ex-ante conditionaliteis.
