Cohesion Policy in the Republic of Slovenia

In the period 2007-2013 Slovenia is eligible to draw on the Cohesion Policy funds in the framework of the Convergence objective. Slovenia is eligible to 4.2 billion € which need to be drawn by the end of 2015 (these are the deadlines for sending the European Commission the proofs on the eligible public costs). Slovenia directs EU funds mainly into the activities which promote socio-economic development and contribute to the reduction of regional disparities. Various projects are implemented, namely in the field of territorial development, the promotion of territorial development, high employment rate and the development of the European regions, rural areas and cities and towns which are lagging behind. 

With the available funds Slovenia, taking into account Slovenia’s Development Strategy and the Reform Programme for Lisbon Strategy implementation in the Republic of Slovenia, as a priority finances the development investment priorities of the National Development Programme. A special emphasis is given to the realisation of the Lisbon objectives, i.e. promotion of economic growth and job creation for which Slovenia decided to intend 60 to 65 % of the expenditure.   

On the basis of the National Strategic Reference Framework 2007-2013 (NSRF)*, which was approved by the European Commission and which sets out the Member State’s general strategy for a faster convergence, Slovenia prepared three operational programmes** which represent the programming basis for drawing on the EU funds: 


In light of the changed socio-economic conditions caused by the world-wide economic and financial crisis and the effective response to the crisis we began implementing changes to the Operational Programme for Strengthening Regional Development Potentials for the 2007–2013 period and the Operational Programme of Environmental and Transport Infrastructure Development for the 2007–2013 period. We also rearranged the funds in the framework of the individual priority axes of the Operational Programme of Environmental and Transport Infrastructure Development for the 2007–2013 period.   
 
Besides the mention operational programmes Slovenia in the financial period 2007-2013 also implements the operational programmes of the objective “European Territorial Cooperation” of the European Regional Development Fund. Slovenia is eligible to 104 million €. Slovenia participates in five cross-border programmes, namely with Austria, Italy, Hungary, Croatia and in the framework of the Adriatic initiative.
 
In the framework of transnational cooperation Slovenia participates in 4 programmes, namely the Alps area, Central Europe, South-Eastern Europe and Mediterranean. In the framework of the interregional cooperation Slovenia participates in 4 programmes, namely INTERREG IVC, INTERACT II, ESPON and URBACT. 
 
The specified documents and other implementation documents such as the Decree on the implementation of procedures for the use of the European cohesion policy funds in the Republic of Slovenia in the programming period 2007-2013 and the Decree on the Implementation of Procedures for the Use of Funds within the Framework of the European Territorial Cooperation and the Instrument for Pre-Accession Assistance in the Republic of Slovenia for the programming period 2007-2013 are the basis for Cohesion Policy implementation.

As the Managing Authority the Ministry of Economic Development and Technology monitors the implementation of Cohesion Policy in the Republic of Slovenia according to the: value of the certified instruments, value of the certified operations, signed contracts, forwarded claims for reimbursement to the Certifying Body and the value of the certified claims for reimbursement to the European Commission.   
 
The state of drawing on the EU funds in the framework of all the three operational programmes – end of December 2011:
  • Certified instruments: 3.92 billion € (EU part and national part), which represents 124.5% of the eligible use for 2007-2011
  • Certified operations: 3.36 billion € (EU part and national part), which represents 106.7% of the eligible use for 2007-2011
  • Signed contracts: 2.86 billion € (EU part and national part), which represents 90.08% of the eligible use for 2007-2011
  • Payments from the national budget: 1.85 billion € (EU part and national part), which represents 58.8% of the eligible use for 2007-2011
  • Forwarded claims for reimbursement to the Certifying Body: 1.34 billion € (EU part and national part), which represents 50.2% of the eligible funds use 2007-2011
  • Certified claims for reimbursement to the European Commission: 1.31 billion € (EU part), which represents 49.1% of the eligible use for 2007-2011

* NSRF is a development planning document which guarantees that the Cohesion Policy funds assistance is in accordance with Cohesion Policy and defines the connection between the EU priorities on the one hand and the strategic implementation documents of regional planning on the other hand. NSRF represent the basis for the preparation of operational programmes in the framework of the Cohesion Policy funds.    

** Operational programme is an implementing programme document of the NSRF which defines in more detail the content of the development priorities and main types of activity for its implementation and is approved by the European Commission with a decision. The objectives of the operational programme are achieved with the implementation of the operation.
