Studies and Evaluations for the programming period 2004-2006

The Managing Authority together with other participants in Structural Policy gives special attention to evaluations. Several evaluations and supplementary studies have been made in the 2004-2006 period. The evaluations and studies enable us to check more thoroughly individual more narrow areas. 

One of the main objectives of technical assistance measures is that the European Cohesion Policy funds are used effectively reasonably for reaching the Single Programming Document (SPD) 2004-2006 objectives. This is why studies and evaluations are carried out with which the implementation of the SPD 2004-2006 measures implementation is analysed, evaluated and improved.

In the framework of the studies and evaluations adequate funds are intended for researches which form the basis for defining the activities which were supported and ensure the incoming data for the adequate evaluation of the already implemented activities.

Studies and Evaluations for the programming period 2007-2013

The Technical Assistance supporting activities such as studies and evaluations are targeted at a more effective management and implementation of the Cohesion Policy programmes in the Republic of Slovenia. The Managing Authority together with other participants in Cohesion Policy gives special attention to the evaluation principle. Several evaluations and supplementary studies have been made in the past programming period 2004-2006 period. The evaluations and studies enable us to check more thoroughly individual more narrow areas. Studies and evaluations are also intended for the public and are available in the following table (the files are available only in Slovene).

The activities include drawing up studies, evaluations, researches, assessments, professional opinions and reports in the field of the implementation of operational programmes and drawing up project and investment documentations. 

Evaluation represents one of the more important principles of development politics. It enables us to check whether the programmes are fulfilling their objectives, to draw up the estimation and recommendations how to improve the programmes and politics and to inform the public about the accomplishments of public spending in the field of regional development.

The operational programmes are subject to:

  • Ex-ante evaluation: the independent evaluator prepares an evaluation and recommendations on whether the funds will be used reasonably
  • Mid-term evaluation: the independent professors prepares an answer to whether the funds are being used reasonably and gives recommendations for improvement
  • Ex-post evaluation: implemented by the European Commission – it gives the strategic picture on fulfilling the objectives at the highest level.

In accordance with the European Commission guidelines the evaluation plans for each individual operational programme have also been prepared. The guidelines were prepared by the European Commission for the implementation of the mid-term, so called on-going evaluation. The direct responses to the deviations represent a more useful value of the implemented evaluations. 
 
Besides the guidelines the European Commission also implemented strategic evaluations.
